The Construction and Urban Planning System in Algeria: A Study on Textual Issues, Challenges of Real Estate Security and Quality, and Prospects for Reform

Abstract

This intervention provides an in-depth analysis of the legal issues plaguing the construction and urban planning system in Algeria. The study aims to identify the shortcomings in the current legal and regulatory frameworks and their impact on sustainable urban development and real estate security. The analysis reveals multiple challenges, including ambiguity in some texts, overlapping jurisdictions between bodies, slow procedures, and the failure of legislation to keep pace with modern urban and technological developments. The intervention also addresses the impact of these issues on the quality of construction, the preservation of the architectural character of cities, and attracting investments in the sector. In conclusion, the study proposes a set of recommendations aimed at reforming the legal system, simplifying procedures, and strengthening governance to achieve effective and sustainable urban development that serves the interests of citizens and the national economy.
